Each contract has one ultimate responsible person, as explained by Mochadocs founder Rob Postma in this podcast. The exact person is determined within your own organisation. However, do not make the mistake of automatically assuming it is the highest-level manager.

Because the highest-level person is not necessarily the one with the most interest in the successful execution of a contract - and certainly not the one with the most time to oversee compliance. Therefore, focus on the structure of the contract rather than the structure of your organisation.
