Summary
The decentralization of the Youth Act and the Social Support Act has given local governments many additional care tasks. In order to keep track of all the contracts with care providers, five collaborating municipalities in Drenthe are investing in a software solution for contract management. Gradually they discovered that it is best to use the system for its intended purpose.
Challenge
In a very short time, a large number of contracts must be entered into one central database. In addition, indication tellers want to find a suitable care provider for each client question in a simple manner. It is a collaboration between different municipalities. So who gets to see what data?
Municipality Assen
The municipalities of Aa and Hunze, Assen, Midden-Drenthe, Noordenveld and Tynaarlo are joining forces and will jointly purchase care for the Youth Act and Wmo as of 2017. In total, the Drenthe municipalities have almost 200,000 inhabitants.

As contract manager, Ellen Grootjans is ultimately responsible for 1500 contracts that the Drenthe municipalities have concluded with care providers. In this she works together with 5 contract managers. They maintain contacts with the care providers. Heine Brons from the municipality of Assen is one of those contract managers and was also present at this interview.
How would you do that without a system?
According to contract manager Brons, this becomes difficult: “After six months, I really don’t remember what I agreed with one person or another.”Grootjans adds: “It’s also a problem when someone is ill. The importance of a system for storing contracts, annexes, financial information and notes is clear to those involved.
Retrieving contracts in a large company
Then the cooperating municipalities decide to look for a dedicated contract management software solution. The search begins via Google. It is not long before the cloud solution Mochadocs emerges. This party not only offers a software solution but can also put all existing contracts in the system at short notice. The Drenthe municipalities were keen on that: “ We also thought the price was interesting. So we went ahead with Mochadocs.”
